Price list of fees for waste collection from ships

Order No. 2/2023

Manager of the Jastarnia Municipal Port Authority

regarding fees for the collection and management of ship waste at the Jastarnia Sea Port

 

Based on Article. 23 section 1 of the Act of May 12, 2022 on port facilities for receiving waste from ships (Journal of Laws of 2022, item 1250) Jastarnia Municipal Port Authority acting as the entity managing the Jastarnia Sea Port

 orders the following.

 

§ 1

1. The Municipal Port Authority of Jastarnia   ensures the collection of the following types of waste generated during the operation of ships:

  1. Oil waste and mixtures thereof in accordance with Annex I of the MARPOL 73/78 Convention: .
  • bilge oils from marine vessels (waste code 13 04 03)
  • oily solid waste from ships (waste code 13 08 80)
  1. Solid waste in accordance with Annex V of MARPOL 73/78
  • plastics
  • glass
  • metals
  • paper and cardboard
  • multi-material packaging
  • unsorted municipal waste
  • used batteries and accumulators
  • waste electrical and electronic equipment
  1. sanitary sewage in accordance with Annex IV of the MARPOL 73/78 Convention
  2. used fishing gear
  3.  passively collected waste

                                                              § 2

The Jastarnia Municipal Port Authority does not provide collection of the following types of waste:

  • residues from exhaust gas purification in accordance with Annex Vl of the MARPOL 73/78 Convention (catalysts, soot, filters, etc.)
  • controlled substances according to Annex Vl of the MARPOL 73/78 Convention, specified in Regulation (EC) No. IOO5/2OO9 of the European Parliament and of the Council of September 16, 2009 on substances that deplete the ozone layer;
  • harmful liquid substances - according to Annex II of the MARPOL Convention 73l78

 

 

 

§ 3

The following types of fees for the collection and management of waste from ships are introduced:

 L. Indirect fee.

 Pursuant to Article 20(1) of the Act on port facilities for the reception of waste from ships (Journal of Laws of 2022, item 1250) , each ship pays an indirect fee regardless of the actual discharge of waste from ships.

The amount of the indirect fee varies depending on the type and size of the ship in accordance with the table below.

The following waste will be collected as part of the indirect fee:

- mixed and segregated municipal waste

- oil waste and mixtures thereof

- used fishing gear

- passively collected waste

in quantities up to the limits specified in tables 4.5,6

2. Additional fee

If the amount of waste transferred exceeds the limits specified in Table 4, MZPJ will charge an additional fee in the amount of:

- unsegregated (mixed) municipal waste:

  • 30 l bag - PLN 10.19 net (PLN 11.00 gross)
  • bag or container 110 l - PLN 40.74 net (PLN 44.00 gross)
  • bag or container 240 l - PLN 80.56 net (PLN 87.00 gross)

- segregated municipal waste:

  • 30 l bag - PLN 5.09 net (PLN 5.50 gross)
  • bag or container 110 l - PLN 20.37 net (PLN 22.00 gross)
  • bag or container 240 l - PLN 39.81 net (PLN 43.00 gross)

 

- oily water PLN 0.50 net (PLN 0.50 gross) for each liter

- used fishing gear PLN 0.93 net (PLN 1.00 gross) per kg

- passively caught waste PLN 1.39 net (PLN 1.50 gross) per kg

An additional fee will also be charged upon delivery:

  • Sanitary sewage - PLN 10.19 net (PLN 11.00 gross) for each m3
  • Waste electrical and electronic equipment PLN 1.85 net (PLN 2.00 gross) per kg.
  • Used batteries and accumulators PLN 3.24 net (PLN 3.50 gross) per kg.

 

3. Special fee

Pursuant to Article 22 of the Act on port facilities for collection from ships (Journal of Laws, 2022, item 1250), collection of waste from ships at times and conditions other than those specified in the "Ship waste management plan for the Jastarnia Sea Port" " I pay a special fee.

The special fee will be calculated by MZPJ each time and individually, depending on the type and nature of the waste.

§ 4

There is no indirect fee charged to vessels:

  • Polish Armed Forces
  • Border Guard
  • Maritime Search and Rescue Service
  • Maritime Administration
  • State Sanitary Inspection
  • Environmental Protection Inspection
  • Internal Security Agency
  • Central Anticorruption Bureau

 

  • State Protection Services
  • Police
  • Fire Department
  • Vessels used exclusively to save lives at sea and fight fires

§ 5

The Jastarnia Port Authority reserves the right to change this price list depending on market conditions.

§ 6

 The procedures for collecting waste from ships are included in the " Ship waste management plan in the Jastarnia Sea Port" - available on the website www.bip.mzp.jastarnia.pl

§ 7

The ordinance enters into force on January 1, 2024
